first basis
in order to strengthen the health management of swimming places, standardize business practices, prevent the spread of infectious diseases and health hazards, and protect human health, in accordance with the law of the people's republic of china on the prevention and control of infectious diseases, the regulations on the administration of public places health, and the public cultural sports facilities this code is formulated by laws and regulations such as the regulations and the emergency regulations on public health emergencies.
article 2 scope of application
this code applies to all types of swimming places in the people's republic of china, including artificial swimming places, natural swimming places and water amusement facilities.
article 3 meaning of terms
(1) the swimming places referred to in this code refer to indoor and outdoor water surfaces (domains) and their facilities and equipment that can satisfy people's activities such as swimming, fitness, training, competition, and entertainment.
(2) circulating purification water supply system means that the used swimming pool water is taken out from the pool according to the specified flow rate and flow rate. after the filtration and purification, the water is clarified and disinfected and sterilized, and then meets the relevant water quality standards before being returned to the swimming pool. reusable system.
(3) the direct current water supply system refers to the water flow that meets the drinking water quality standard, and is continuously sent to the swimming pool according to the designed flow rate, and then the used water is continuously discharged through the water outlet of the swimming pool according to the corresponding flow rate.
(4) dc purification water supply system refers to the system that the ground or groundwater is discharged into the swimming pool according to the designed flow rate after filtering, purifying and disinfecting to reach the swimming pool water quality standard, and then discharging the used pool water according to the corresponding flow rate.
(5) the dip disinfection tank refers to a pool containing disinfectant set on the passage for the swimmer to force the foot to be disinfected before entering the swimming pool.
(6) mandatory shower means a shower device provided on the passage for the swimmer to be forced to receive body washing before entering the swimming pool.
chapter ii site hygiene requirements
article 4 site selection, design and completion acceptance
(1) the natural swimming place should be located upstream of the pollution source. there should be no sewage discharge port within 1000 meters upstream and 100 meters downstream. there should be no dirt or permeable pollution source within 100 meters of the shore. the bottom of the water and the shore are suitable for geology, and there should be no obstacles or pollutants such as branches, stumps and reefs. the water flow rate is not more than 0.5 m / s, and the sanitary protection zone should be demarcated. it is strictly forbidden to open a natural swimming place in the schistosomiasis area or in the snail area.
(2) the site selection and design of the newly built, rebuilt or expanded swimming site project shall be entrusted to a qualified health technical service institution for hygienic evaluation before the feasibility demonstration stage or design stage and completion acceptance. the swimming place shall report to the local health supervision agency for design instructions, water quality treatment design parameters, general layout plan of the site, decoration raw materials, pool water purification and disinfection device and its working procedures, design and installation of air conditioning ventilation system and other relevant materials.
article 5 environmental sanitation
the internal and external environment of the swimming place should be kept clean, hygienic, comfortable, bright and ventilated, and the air quality is in line with relevant national health standards.
article 6 facilities and layout of artificial swimming places
(1) swimming pools and emergency rooms, changing rooms, shower rooms, public toilets, water quality recycling and disinfection equipment control rooms and warehouses shall be provided for artificially constructed swimming places. according to the order of dressing room, forced shower room, dip pool and swimming pool, the ratio between them is appropriate, which meets the requirements for safe and sanitary use.
(2) the emergency room shall be set up in accordance with the requirements of the "opening conditions and technical requirements for stadiums" gb19079, equipped with oxygen bags, ambulance beds, emergency medicines and equipment. the ambulance equipment shall be placed in an obvious position for easy access.
(3) the floor of the locker room shall be constructed of materials that are non-slip, impervious to water and easy to clean. the slope of the ground shall meet the requirements of the building code and be provided with drainage facilities. the wall and inner top are covered with waterproof, mildewproof and non-toxic materials. the locker room should be equipped with a locker, a shoe rack and other changing facilities that match the design reception volume, and a mobile water hand washing and disinfection facility. the locker should be made of smooth, water-proof material and should be set to the standard of one guest. the dressing room is spacious and air conditioned. the indoor swimming pool, which is open all year round, should have air conditioning and ventilation equipment, and pool water temperature adjustment facilities.
(4) a forced passage shower device shall be provided between the shower room and the dipstick disinfection pool, and a shower head shall be provided for every 20 to 30 people in the shower room. the ground is applied with anti-slip, anti-seepage and easy-to-clean materials. the slope of the ground should meet the building code requirements and have drainage facilities. the walls and roof are covered with waterproof, mildewproof and non-toxic materials, and the shower room is provided with water supply and drainage facilities.
(5) for the provision of drinking utensils for customers, a special disinfection room for drinking utensils shall be provided.
(6) swimming pools with deep and shallow sections shall have obvious water depth, warning signs for deep and shallow water areas, or deep and shallow water isolation belts with obvious signs in the pool. the swimming pool wall and the bottom of the pool should be smooth and non-permeable, with a light color, and the corners and bottom corners of the pool are rounded. outside the swimming pool, the walkway should be paved with non-slip and easy-to-wash materials. the walkway has a certain outward inclination and drainage facilities. the drainage facilities should be equipped with water-proof and other air pollution isolation devices.
(7) there shall be a forced-passing dip disinfection tank on the passage of the shower room to the swimming pool. the length of the pool shall not be less than 2 meters and the width shall be the same as that of the walkway with a depth of 20 cm.
(8) the indoor swimming pool shall have personnel entrances and exits and evacuation passages in accordance with relevant national standards, and shall be provided with mechanical ventilation facilities.
(9) the swimming pool shall have equipment for purification and disinfection of pool water circulation, and the design parameters shall meet the requirements for water treatment. the use of liquid chlorine disinfection should be prevented from leaking. the water treatment room must not be directly connected to the swimming pool. emergency alarm devices should be installed in the equipment room. the area where the liquid chlorine is placed and filled should be set on the downwind side of the swimming pool and a warning sign should be set. an effective gas mask should be set at the door of the dosing room. the safety of liquid chlorine should meet the requirements of the relevant departments.
(10) swimming places should be equipped with water quality testing equipment such as residual chlorine, ph value and water thermometer.
article 7 facilities and layout of natural swimming places
(1) an obvious safety net and safety warning signs shall be set in the enclosed area of the natural swimming pool. the beachside swimming pool shall select a suitable place on the shore to set up a dressing room, a shower room, a command post, a public restroom, and an emergency room; equipped with telescopes, communication and broadcasting equipment; emergency room should be equipped with lifebuoy (ship), life-saving personnel and related items.
(2) natural swimming places should have flat water inlets leading to the waters, and the passages should be kept clean. in the natural swimming place, the water surface should be set with different colors and bright floats according to a certain depth of water, and there are notices indicating the depth range of the water.
(3) natural swimming places should be equipped with water quality testing equipment such as ph value.
(4) weather warning and water temperature warning signs shall be established in natural swimming places.
article 8 public toilets
(1) the corresponding flushing public toilet should be equipped in the area of the shower room of the swimming pool. the floor of the public toilet should be lower than the shower room, and the floor and walls should be made of water-resistant and easy-to-wash materials. there is one urinal and two urinals for every 60 people in the men's bathroom, and one urinal for every 40 people in the women's bathroom.
(2) the urinal in the public restroom should be of the squat type, and the disposable urinal should be provided with a disposable sanitary seat. there should be a mobile water hand washing facility in the bathroom. inductive faucets and flushing valves should be used for sanitary appliances. the bathroom should have independent ventilation facilities, and the mechanical ventilation facilities must not communicate with the centralized air conditioning ducts.
article 9 ventilation, lighting and water quality
(1) indoor swimming places should be well ventilated, mechanical ventilation facilities should be in normal operation, and air monitoring indicators such as total air bacteria, room temperature, relative humidity, wind speed, and carbon dioxide should meet the requirements of relevant national health standards. the air-conditioning ventilation system of a swimming place using a centralized air-conditioning ventilation system shall comply with relevant national regulations.
(2) the natural lighting coefficient of indoor swimming places is not less than l/4, artificial lighting at night, the plane illumination of 1 meter from the water surface is not less than 180 lux, and the open night field should be equipped with sufficient emergency lighting. the water illumination of the swimming area of natural swimming places should be able to meet the safety requirements of lifesaving.
(3) the water quality of the swimming pool shall comply with the relevant national standards. the water supply facilities and drinking water quality shall be in accordance with relevant national health standards.
article 10 waste storage and prevention and control of vector organisms
the swimming place should be equipped with waste storage containers at appropriate locations. the containers should be sealed and sealed for easy cleaning and effective prevention of disease vector breeding.
swimming facilities should be equipped with facilities to prevent and control vector organisms.
chapter iii hygienic operation requirements
article 11 the following operating procedures shall be formulated for artificial swimming places:
(1) operation rules for pool water circulation, purification, replenishment and disinfection.
(2) procedures for disinfection and disinfection of water in the disinfection pool.
(3) procedures for cleaning and disinfecting public goods appliances.
(4) cleaning and disinfection procedures for centralized air conditioning ventilation systems.
(5) operation rules for maintenance of water recycling equipment and discharge of sewage treatment.
article 12: procurement of public goods
public supplies, cleaning agents, detergents, insecticides, disinfectants, disinfection facilities, drinking water equipment, first-aid items and facilities, pool water purification equipment, etc. used in swimming places should be sold to manufacturers or businesses with complete licenses. unit purchase, procurement should establish an acceptance system and make a record, in accordance with the relevant provisions of the state, obtain the inspection certificate and the manufacturer's health permit or the relevant product sanitation license. disinfectants, purifiers, detergents, insecticides, and emergency medicines used must not cause harm to the human body. the equipment used for circulation, purification, disinfection, ventilation and warming shall not cause damage to human safety.
article 13 storage of public goods
the warehouse should store a certain number of public goods, disinfectants, first-aid items and facilities, etc. the items should be stored in separate categories and marked. do not pile up debris in the warehouse. the warehouse should have facilities and measures to prevent and control vector pests, and have mechanical ventilation to maintain good ventilation. disinfectants and emergency medicines should be managed by special personnel, stored in special rooms or counters, sealed and locked, and the registration system should be strictly implemented. store according to the effective period of the drug, and clean up the expired drugs in time.
article 14 disinfection of public supplies
the public places (including slippers, tea sets, etc.) used by swimmers in swimming places should be disinfected one by one. disinfected drinking utensils should be stored in the cleaning cabinet.
article 15 artificial swimming pool water purification and disinfection
(1) the quality of swimming pools purified and disinfected shall comply with the requirements of relevant national health standards. chlorine disinfection should also be aided when disinfecting with ozone, uv or other disinfecting methods.
(2) swimming pool water (including new water continuously supplied by children in the pool) shall maintain a free residual chlorine concentration of 0.3-0.5 mg/l.
(3) the residual chlorine content of the pool water in the disinfection tank should be kept at 5-10 mg/liter, and should be replaced every 4 hours.
(4) the swimming pool water circulation filtration and purification equipment should be backwashed daily, and the backwash water should be discharged into the sewer.
(5) the position of the water supply disinfection solution inlet should be set between the water outlet of the swimming pool water purification filter device and the swimming pool water supply port.
article 16 disinfection of swimming places
(1) artificial swimming places should be cleaned, scrubbed or washed once before and after the opening of each class. when contamination is found, spray it with a chlorine-containing disinfectant and then scrub.
(2) the shower room should be brushed frequently and the ground should be disinfected regularly. the locker should be cleaned and disinfected after the daily opening. public toilets and garbage bins (barrels) should be cleaned and disinfected daily to prevent mosquitoes and flies.
(3) drinking water, disinfection, rescue and other facilities and equipment and emergency room should be cleaned and disinfected regularly.
article 17 maintenance of equipment and facilities
(1) equipment and facilities for water purification, disinfection, water supply, warm ventilation and other facilities in artificial swimming places should be in good condition. regular inspection and maintenance systems should be established and implemented, and corresponding records should be made.
(2) when the facility equipment fails, it shall be repaired in time, and emergency treatment measures shall be taken to ensure the normal operation of the facilities and equipment. when the water circulation equipment is overhauled for more than one cycle, it shall not be opened to the public.
chapter iv health management
article 18 license management
swimming places and employees should have complete certificates, and health permits should be hung in the eye-catching place.
article 19 responsibilities of institutions and personnel
(1) the legal representative or responsible person of the swimming place is the first responsible person for the health and safety of the place, and assumes overall responsibility for the health management of the place.
(2) the swimming place shall establish a sound health management system, establish a health safety management organization or department, clarify the person in charge of health and safety, and be equipped with special (particular) occupational safety management personnel. the water quality purification and disinfection, water quality monitoring, supervision bath, dip disinfection pool, life-saving, patrol monitoring and other positions should establish a corresponding management system, and clearly define the management personnel and post responsibility.
(3) the swimming place shall do a good job in the organization and arrangement of the health check and health knowledge training for the employees, and according to the results of the health check, the work that is not suitable for the service of the swimming place shall be transferred to the work directly serving the customer. .
article 20 training and management system
(1) the swimming pool should establish a health and professional knowledge training and assessment system, and regularly conduct training and assessment of the health and professional knowledge of the staff of the unit and make a record.
(2) establishing a self-inspection system to conduct regular inspections of the sanitation status of the premises, personal hygiene of the employees, operational hygiene, daily cleaning and disinfection, and a record of cleaning and disinfection.
(3) the artificial swimming place shall be provided with a special person responsible for the purification and disinfection of the pool water, and equipped with sufficient purification and disinfectant in accordance with national sanitary requirements. before each opening and opening, the residual chlorine, ph value and temperature of the pool water should be tested. the test results should be publicized and the measurement time should be indicated, and the records should be kept for reference. the test results should be reported to the health supervision department every month. during the opening period, the local health inspection department shall conduct inspections and issue inspection reports. the swimming pool shall be tested for all items specified by the sanitary standards before the opening of the swimming pool and during the continuous opening period.
(4) natural swimming places should be open to the public before they are qualified for water quality monitoring before opening each year. at the same time, water quality inspections should be carried out regularly according to the items specified in the relevant national standards. no less than 1 time per month. the monitoring results should be reported to the public. publicity.
(5) the swimming pool shall establish a management system for the prohibition of renting swimwear.
article 21 environmental health management
swimming places should be equipped with adequate and clean cleaning tools, regular cleaning and proper records, timely removal of waste and uniform treatment.
article 22 emergency plans and accident reports of infectious diseases and health hazards
(1) swimming places should develop emergency response work to prevent the spread of infectious diseases, chlorine leaks and other health hazards.
